Speaking at the Hay Festival, Vallance emphasized the critical need for future governments to prioritize pandemic preparedness, according to The Guardian.

Urgency of Preparedness

Vallance highlighted the upcoming election but stressed the immediate necessity of addressing pandemic readiness. He identified “better surveillance” as a crucial element in detecting emerging threats early. Emphasizing rapid response capabilities, Vallance reiterated his message to G7 leaders in 2021: the importance of having readily available diagnostics, vaccines, and treatments to avoid the severe measures seen during the COVID-19 pandemic.

Sustained Attention and International Coordination

Despite the urgency of these measures, Vallance noted that by 2023, G7 nations had largely “forgotten” his 2021 warnings. He urged continuous vigilance, comparing pandemic preparedness to maintaining an army: “We know we have to have an army, not because there’s going to be a war this year, but because it’s an essential part of national security.”

WHO’s Pandemic Accord: A Positive Step

Vallance endorsed the World Health Organisation’s pandemic accord, which aims to foster international collaboration on pandemic preparedness, as a positive development. However, he cautioned that the current focus and commitment might be insufficient. “If this issue is removed from the G7 and G20 agendas, we will be in the same situation,” he warned, underscoring the need for consistent attention.

Need for Efficient Inquiry Processes

The speed and efficiency of inquiries into pandemic responses also drew Vallance’s criticism. He called for a “better way” to conduct these inquiries to ensure rapid and effective learning and adaptation.

Legislative Measures and Future Actions

While Vallance expressed approval of the outgoing government’s anti-smoking bill, he lamented its delay until after the election. He emphasized the need for swift action on such public health measures post-election.
